Public Hearing Draft of the Zoning Ordinance Released

September 2025 – The public hearing draft of the Zoning Ordinance has been released. You can view a PDF of the full Ordinance on the Presentations page. Two versions of the Public Hearing Draft are available – a redline version that shows changes from Public Draft 2.0 (June 2024) and a clean version.

On October 28, 2025 at 7 PM at City Hall there will be a public hearing on the Ordinance. There will be a short presentation that provides an overview of the Ordinance and key changes made since the release of Draft 2.0.

Public Draft 2.0 of the Zoning Ordinance Released

June 2024 – The second public draft of the Zoning Ordinance has been released. You can view the PDF here and on the Presentations page. Changes from Public Draft 1.0 (July 2023) are shown in redline in Draft 2.0 (June 2024). The Draft Zoning Map is forthcoming. Please check back if you interested in viewing the map.

On June 20, 2024 at 7pm, there will be a joint meeting of the Zoning & Planning Commission and Development Planning and Zoning Committee to review Public Draft 2.0 of the Zoning Ordinance. There will be a short presentation that provides an overview of the changes made to the Ordinance since the release of Draft 1.0 in July 2023.

UPDATE The proposed Zoning Map has been posted to the Presentations page. One of the maps highlights the areas of proposed zoning changes. Please note that the changes shown for residential (R1, R2, R2A Districts) are all single-family districts with the same use permissions. The only change is in lot size requirements to better align with on the ground conditions.

Zoning Open Houses, September 20th and 21st, 2023

Zoning Open Houses will be held to take public comment on the Public Draft of the Zoning Ordinance. There will be presentations that provide an overview of the Ordinance but we invite you to stop in during the hours to visit with us and discuss the proposed draft. The Open Houses will take place in Council Chambers at the following times:

Zoning Open Houses

Public Draft of the updated Zoning Ordinance to be released

At a Special Joint Meeting of the Development Planning and Zoning Committee and Zoning and Planning Commission/Zoning Board of Appeals on Tuesday July 18, 2023 Camiros, the consultant, will present an overview of the updated Zoning Ordinance for the City of Elmhurst. Following the presentation, the full Public Draft will be released on this site on Wednesday July 19, 2023.

The Technical Report has been released

January 2022 – The Technical Report is now ready for public review! The report has been reviewed by both the Elmhurst Development Planning and Zoning Committee and the Zoning and Planning Commission/Zoning Board of Appeals. Now we want your input!

This Technical Review Report presents the findings of a technical review of the City of Elmhurst’s Zoning Ordinance performed by Camiros. The purpose of this review is three-fold. First, the review provides a more in-depth understanding of the current zoning regulations as we move toward drafting the ordinance update. Second, it allows for the identification of additional issues not identified during meetings and interviews with City staff and stakeholders. Third, it introduces concepts and regulatory approaches that set direction for substantive updates to be included in the new Zoning Ordinance.

This Report is not intended to discuss every needed change, as some will be minor changes that “clean up” the Ordinance and create a more user-friendly document, while others are more detailed revisions to be worked out during the drafting process. It highlights key issues and revisions that are substantive changes to current regulations and offers conceptual approaches to resolving specific issues.

Attend the release of the Tech Report!

On Tuesday January 11th, 2022 at 7:00pm, a Joint Meeting of the Development Planning and Zoning Committee and Zoning and Planning Commission/Zoning Board of Appeals will be held.

At the meeting, Camiros, with the assistance of City staff, will present the Tech Report which will chart a course for the Zoning Code Rewrite.
